 PHOENIX, Ariz. — The Greater Phoenix Chamber today issued the following statement after Governor Katie Hobbs signed HB 2938 (Mandatory Rounding Method; Cash Transactions), legislation that provides a clear and practical approach for businesses, government agencies, and consumers as the U.S. Treasury discontinues production of pennies. 

“With pennies no longer being produced and federal policy not yet in place, Arizona needed a commonsense solution that keeps everyday transactions running smoothly,” said the Greater Phoenix Chamber. “HB 2938 delivers that clarity—protecting both consumers and businesses while ensuring cash transactions can be completed efficiently.”

Under HB 2938, when a cash purchase total ends in  1¢, 2¢ , 6¢ , or 7¢ it is rounded down to the nearest 5¢, and when it ends in  3¢ , 4¢ , 8¢ , or 9¢ it is rounded up to the nearest 5¢; totals ending in 0¢ or 5¢ are unchanged. 

HB 2938 adopts a rounding method that has been proven effective by rounding to the nearest nickel only when exact change cannot be given and only for cash transactions. Importantly, the rounding method is applied after all taxes have been properly calculated, preserving tax integrity and ensuring transparency at the point of sale.  

The Chamber encourages businesses and public-facing agencies to update point of sale procedures and direct questions to the Chamber’s public affairs team.

Kavanagh, and legislative leaders for advancing a practical fix to a challenge for cash transactions, and for prioritizing a solution that prevents Arizona businesses from losing time—or cents—over a problem the state can solve today.
